Access finance

We support institutions and countries to access and deploy climate finance by building strong programmes, investment pipelines, and institutional systems that connect climate priorities with financing and implementation.

Design effective investments

We help turn national climate priorities into well-designed, finance-ready investments. We support clients to assess feasibility, develop strong theories of change, and translate project concepts into compelling proposals that are grounded in local priorities and measurable results.

Build institutional capacity

We partner with multilateral development banks, climate funds, environmental trusts, and governments to move climate finance from commitment to communities on the frontlines.

Strengthening sustainability systems across a regional development bank

CABEI | Central America

Supported CABEI in strengthening its sustainability policy, strategy, and environmental and social management systems, contributing to the approval of its Sustainability Policy and Strategy, ten Environmental and Social Performance Standards, and FPIC Protocol. Developed practical guides, tools, and templates to support project screening and implementation. Delivered training to CABEI staff and more than 100 government officials across its member countries, strengthening their capacity to apply the standards in practice.

Designing a regional investment in climate resilience

IFAD | Namibia and Angola

Led the redevelopment of a US$24.55 million Adaptation Fund proposal to strengthen climate change resilience among semi-nomadic Indigenous agro-pastoral communities and smallholder farmers in the Kunene River Basin. Strengthened the climate rationale, intervention design, results framework, budget, implementation arrangements, and environmental and social safeguards, contributing to the project’s approval. The project will reach an estimated 54,200 direct beneficiaries, including 50% women and 20% youth, with implementation expected to begin in November 2026.

Translating national priorities into a climate investment pipeline

MARN / GIZ / ROA Partners | Guatemala

Directed development of Guatemala’s GCF Country Programme, translating national climate priorities into a pipeline of ten priority investments. Worked with ministries, development partners, implementing entities, and Indigenous representatives to align the programme with national climate and sectoral frameworks and build stakeholder ownership. The completed programme provides a shared basis for prioritizing future climate finance investments and advancing project development.

Preparing a conservation fund to deliver climate finance

Bahamas Protected Areas Fund | The Bahamas

Led institutional assessments, a three-year strengthening roadmap, and the development of policies and procedures to prepare BPAF to manage climate finance. Supported Board approval of a comprehensive institutional package covering governance, ethics, financial integrity, grants, procurement, operations, internal audit, and monitoring and evaluation. This work strengthened BPAF’s institutional foundation for its September 2026 GCF milestone: assessment and endorsement to deliver Readiness projects, making it the first locally based Bahamian organization to achieve this status.

Integrating water security, ecosystems, and community ownership

Protected Areas Conservation Trust | Belize

Guided the design of an approved US$5 million adaptation project targeting 2,200 people across four communities, with women representing half of intended beneficiaries. The project combines reliable water services with ecosystem restoration, adaptive agriculture, livelihood development, and inclusive water governance, including in three Indigenous communities without grid electricity. Community engagement included a formally documented and accepted FPIC process. Implementation is underway.

Opening direct access to international climate finance

CABEI | Central America

Drove CABEI’s accreditation processes for the Adaptation Fund and Green Climate Fund, addressing gaps in gender policy, Indigenous Peoples protocols, environmental and social frameworks, and internal coordination. Combined institutional assessments and system improvements with evidence preparation and responses to fund reviews. CABEI achieved Adaptation Fund accreditation in 2015 and GCF accreditation in 2016, establishing direct access to both funds.

Demonstrating institutional readiness for GEF accreditation

CAF — Development Bank of Latin America | Latin America

Led CAF’s multi-stage GEF accreditation process, helping the institution demonstrate that its fiduciary, safeguards, gender, and governance systems met fund requirements. Coordinated teams to identify and document operational evidence, develop additional systems, and secure endorsements from eight member countries. The process culminated in CAF’s approval as a GEF Project Agency in 2015, expanding its capacity to channel environmental finance across the region.

Strengthening the design of an urban resilience investment

UNDP / E Co. | Bhutan

Strengthened the development of a US$20 million LDCF investment to advance climate resilience in the Thimphu–Paro region. Strengthened the theory of change, drafted the project strategy and GEF narrative, and provided quality assurance for environmental and social screening. Guided the team in addressing UNDP review comments and aligning the project documentation with GEF requirements. The project was approved in January 2025.

Improve a portfolio of climate investment concepts and proposals

Adaptation Fund proposal reviews | Armenia, Uruguay, Peru, and Honduras

Conducted independent technical reviews of four Adaptation Fund proposals, assessing climate rationale, results frameworks, implementation readiness, and alignment with Fund requirements. Delivered detailed recommendations to strengthen proposal quality before submission. This review experience is complemented by hands-on experience designing approved adaptation investments in Namibia’s Kunene River Basin and Belize, bringing practical insight into translating complex national, regional, and community priorities into fundable projects.

Making direct-access readiness more practical

Adaptation Fund / World Bank | Multi-country

Authored the Readiness Study on Capacity Building and Readiness Support for Direct Access to Adaptation Finance, published in 2020. Drawing on surveys and stakeholder interviews across multiple countries, translated institutional experience into practical guidance for accreditation applicants and other organizations seeking to strengthen their readiness for direct access. The study identified more than ten practices and recommendations to help institutions assess readiness needs, strengthen capacity, and navigate access to adaptation finance.

Concord in action

Concord Innovations is a boutique climate finance and sustainable development consultancy. We bring experience from across the climate finance system, working with climate funds, multilateral development banks, governments, and financial institutions.

Our work spans national climate priorities and policy, project and programme development, climate fund accreditation, and institutional capacity building.

We believe climate finance should do more than fund individual projects. It should strengthen the institutions, systems, and capabilities that enable countries to turn climate priorities into sustained action, expand access to finance, and create the conditions for additional investment.

Amy Bohne

Founder & Principal Consultant

Amy Bohne has worked in climate finance and sustainable development for more than two decades, advising multilateral development banks, governments, and financial institutions. Her work has included GCF, AF, and GEF accreditation and readiness, climate finance pipeline development, institutional strengthening, policy development, project design, and environmental, social, and gender frameworks. She also has experience working with Indigenous Peoples and Free, Prior and Informed Consent (FPIC).

She helps institutions turn national climate priorities into finance-ready investments and strengthen the policies, systems, and capabilities needed to access and effectively manage climate finance. Her work spans climate finance strategy and access, institutional readiness, project development, and environmental and social risk management.

Amy holds a Master of International Affairs from Columbia University, with a focus on Economic Development and International Business. She works with clients and partners in English and Spanish and across multilingual settings.
